The Jigawa State Executive Council has constituted a committee to review the Dutse Capital Master Plan to ensure the city aligns with contemporary urban development and becomes one of the cleanest, most beautiful, and well-organized cities in Nigeria and Africa.
The committee was established following a presentation by the team from Ahmadu Bello University Consultancy Services Limited (ABUCOS) on the Review of the Dutse Master Plan 2050.
The committee will be chaired by the Honourable Commissioner for Lands, Housing, Urban Development and Regional Planning, Hon. Ahmed Alhaji Kaugama, and comprises four members of the State Executive Council who previously served as Commissioners of Lands:
- Hon. Aminu Kanta – Commissioner of Commerce
- Hon. Sagir Musa Ahmed – Commissioner of Information
- Hon. Alhassan Muhammad – Commissioner of Water Resources
- Hon. Nura Ibrahim – Commissioner of Environment
The committee has been mandated to undertake a comprehensive review of all submissions and recommendations relating to the Dutse Master Plan, with a view to ensuring that the final document reflects the aspirations of government, stakeholders, and the people of the state.
The committee is also directed to engage relevant stakeholders, including professional bodies, community representatives, and other interested parties. Where necessary, public hearings will be conducted to provide an inclusive platform for contributions and feedback.
The committee is expected to submit its report and recommendations to the Council within four weeks.
This initiative aligns with the 12-Point Agenda of His Excellency, Malam Umar A. Namadi, FCA, on sustainable urban development and reflects the State Government’s commitment to transparency, stakeholder participation, and orderly development in Dutse and its environs.
Council Approves Training of 2,600 Hisbah Personnel
The Council has approved the training of 2,600 Hisbah personnel drawn from the State Headquarters, Zonal Commands, and the 27 Local Government Areas of the state.
A total sum of Ninety-Seven Million, Seven Hundred and Ten Thousand Naira (₦97,710,000.00) has been approved for the programme, which is aimed at strengthening the operational capacity and effectiveness of the Hisbah Board across the state.
The training is designed to equip personnel with modern operational skills, enhance professional competence, and improve coordination among officers at headquarters, zonal, and local government levels.
Beneficiaries are expected to apply the knowledge and skills acquired to improve operational efficiency, strengthen coordination among commands, and enhance the overall effectiveness of Hisbah activities across the state.
Council Approves N279.7 Million for SAPZ Phase II Preparatory Activities
The Council has approved the award of a contract for the implementation of the Special Agro-Industrial Processing Zone (SAPZ) Programme Phase II – Tranche 2 Preparatory Activities at a total cost of N279,699,524.23.
The approval is aimed at meeting all requirements for Jigawa State’s participation in the SAPZ Programme, a transformative initiative being implemented through collaboration between the Federal Government and the African Development Bank to stimulate agricultural industrialization and economic growth.
The preparatory activities will position Jigawa State to fully benefit from the programme by attracting large-scale private-sector investments in agro-processing, strengthening agricultural value chains, enhancing productivity, and creating sustainable employment opportunities, especially for the youth.
The initiative will further position the state as a major hub for agro-processing and agribusiness development while promoting economic diversification, increasing rural incomes, and fostering inclusive growth.
Council Commends Positive Feedback from Gwamnati da Jama’a Programme
During the meeting chaired by Governor Umar Namadi, the State Executive Council expressed satisfaction with feedback received from the Government-Citizen Engagement Programme, Gwamnati da Jama’a.
The Council’s position followed the presentation of a comprehensive report on the programme, which was conducted over a 10-month period across the 27 Local Government Areas of the state. During the exercise, the Governor and members of the State Executive Council interacted directly with citizens, briefed them on government activities, and listened to their concerns and developmental needs.
The Council expressed confidence that the adoption and implementation of the Citizens’ Engagement Participatory Governance Policy will strengthen public trust, promote transparency and accountability, and improve the effectiveness of government interventions across the state.
The report also recommended institutionalizing the programme at both state and local government levels to sustain and deepen citizen participation in governance and democratic processes.
The Council reaffirmed its commitment to supporting Governor Namadi in building an open, responsive, and inclusive governance system that places citizens at the centre of development planning and implementation.
Council Approves Committee on Right-of-Way and Telecommunications Infrastructure Regulation
The State Executive Council has approved the constitution of a committee to undertake a detailed review and harmonization of the draft Jigawa State Right-of-Way (RoW) and Telecommunications Infrastructure Regulation, 2026.
The committee is mandated to review the draft regulation and ensure alignment with relevant state and federal laws, urban planning guidelines, infrastructure development policies, and national and international telecommunications standards.
The committee will also conduct inter-agency consultations and submit a harmonized, legally compliant, and risk-mitigated final draft to the Executive Council for consideration and approval before gazetting and implementation.
Council Approves N835.9 Million for Flood Emergency Relief Materials
Following predictions by the National Emergency Management Agency (NEMA), which identified 141 communities in Jigawa State as being at high risk of flooding during the 2026 rainy season, the State Executive Council has approved N835,936,369.00 for the procurement of emergency relief materials.
The approval is part of the administration’s commitment to safeguarding citizens’ welfare and strengthening the state’s resilience against natural disasters through proactive preparedness and response measures.
The procurement covers essential food items, clothing materials, and building materials to ensure a timely and effective response to potential flood emergencies across vulnerable communities.
The relief materials will be strategically positioned across the state to facilitate rapid deployment whenever the need arises.
Council Approves Additional Funding for Mechanisation Company Headquarters
The Council has approved additional works for the construction of the Jigawa State Mechanisation Company Headquarters in Dutse at a cost of ₦155,376,582.27.
This brings the total contract sum for the project to ₦905,595,685.05.
The approval is in line with the commitment of His Excellency, Malam Umar Namadi, FCA, to strengthen the agricultural sector through enhanced mechanisation services and modern infrastructure that will improve operational efficiency, coordination, and service delivery across the state.
The new headquarters is expected to serve as a central hub for planning, administration, monitoring, and implementation of mechanisation programmes and initiatives. The facility will provide adequate office accommodation and modern working spaces for technical and administrative personnel responsible for advancing agricultural mechanisation across Jigawa State.
